The adoption of the Law on extending moratorium on inspections of companies, organizations and entrepreneurs by control bodies until December 31, 2017 will reduce administrative burden on business and will be a positive sign for investors. This was stated by the MP from UKROP Oleksandr Dubinin, one of the authors of the draft law №3153.
“This is one of the laws that will improve business climate in the country and thus contribute to business development and job creation. We have to work on it consistently,” said Oleksandr Dubinin.
The politician has noted that for the second reading of the draft law one regulation was removed, saying that moratorium does not apply to the inspections of the State Veterinary and Phytosanitary Service of Ukraine on verification of safety and quality of alimentary products.
Also, the law introduces restrictions on unscheduled inspections that can be carried out only upon a reasoned request of an individual on abuse of legal rights by a business entity. Such a request is to be considered and approved by the State Regulatory Service (SRS). This mechanism provides absolute publicity of SRS approval and mandatory requirement to publish inspection permits on the official website of the SRS before carrying them out.
“The bill will ensure proper public control over observance of legislation by business entities and will guarantee protection of citizens’ rights. We are awaiting President’s signature,” said Oleksandr Dubinin.
