Ihor Palytsya: Changing the tax system, the authorities are struggling not against corruption, but against ordinary Ukrainians

During four years, the Ukrainian authorities have not taken any steps towards liberalization of the tax system. This was stated by the head of Volyn Regional Council, member of the UKROP party presidium Ihor Palytsya on the air of TRC “Avers”.

“The economic situation in the state does not allow entrepreneurs, heads of enterprises of communal, state or private property to pay higher wages, so people go to work abroad. During the last four years of such an unstable situation, the state has not taken any steps towards liberalization of tax legislation,” said Ihor Palytsya.

According to him, changes in the tax system should provide for the creation of new enterprises and the improvement of the investment climate. No program of international cross-border cooperation will attract foreign capital to Ukraine until transparent and clear rules of the game are implemented in the state.

Instead, the authorities only detract potential investors with changes in tax legislation that were allegedly adopted to punish corrupt officials of Yanukovych’s times. None of the former officials has been convicted yet, but the new rules have already been applied to dozens of Ukrainians who were dishoused by court decisions.

“Investors are afraid of Ukraine, they are afraid that the police, security service, prosecutor’s office, fiscal service or someone else will come to them tomorrow and will transfer their property to the National Agency of Ukraine for finding, tracing and management of assets derived from corruption and other crimes (ARMA), and then this property will be disposed through a court decision,” said the UKROP member.

Ihor Palytsya has noted that current tax legislation threatens the general economic situation in the country. For the first time in many years Volyn region has no over-execution of budget. Accordingly, the regional council has no free funds that could be distributed among the objects of the medical, social and economic spheres.

“Someone says that the tax service is working badly? No. Someone says that the regional state administration is working poorly? Also no. There is a poor working of the consciousness of those who decide on the way to make business earn money and develop the state. And it will be only worse,” said Ihor Palytsya.
