Mykhailo Katruk: Tax Committee is blocking UKROP’s initiatives that simplify customs clearance of used foreign cars

Reducing the cost of excise duties upon customs clearance of imported cars will allow to quickly legalize all vehicles with foreign registration in Ukraine. This was stated by the co-founder of the public organization “Affordable Cars”, member of the UKROP party Mykhailo Katruk in the program “Right to Rule” on the air of “1+1” TV channel on April 1.

“In order to solve the problem of euro cars, it is necessary to introduce an affordable clearance for an adequate price. In addition, there should be some technical control for those cars that will be imported from abroad,” explained Mykhailo Katruk.

The activist noted that the representatives of the “Affordable Cars” Union and the MPs from UKROP had prepared two legislative initiatives that should simplify the conditions for the import of foreign cars. The draft law No. 5561 “On amendments to the Law of Ukraine “On certain issues of importation into the customs territory of Ukraine and the registration of vehicles” on formation of a civilized market of used cars” proposes to abolish the mandatory requirement regarding environmental Euro standards when importing used cars.

At the same time, the bill No. 5562 “On amendments to section XX of “Transitional Provisions” of the Tax Code of Ukraine regarding the formation of a civilized market of used cars” should extend the use of reduced rates for the import of used vehicles by December 31, 2020. In addition, the document proposes to abolish a number of existing restrictions on the use of preferential tax.

“We have proposed a simple and clear mechanism. The bills lift restrictions on the age and the Euro eco-standard. Instead, they provide for mandatory technical control during the clearance of the used cars,” said Mykhailo Katruk.

According to him, the bills were registered in the Verkhovna Rada in December 2016. Since then, the documents remain blocked in the parliamentary committee on tax and customs policy. The chairman of the committee, Nina Yuzhanina, does not respond to the appeal of public activists and deputies who call for the bills to be submitted for consideration in the session hall.

“It is nonsense when one committee blocks decision-making for all the people. Consider this question, submit it to the session hall, and let people’s elected representatives determine whether they support these initiatives or not,” said the activist.

In the opinion of Mykhailo Katruk, the authorities understand that the votes of the owners of euro cars can bring a parliamentary faction into the Verkhovna Rada. Therefore, the representatives of the coalition are deliberately delaying consideration of the bills until the next election.
