UKROP demands to stop reducing the number of medical institutions in the regions

The MPs from UKROP demand that the government stop closure of medical institutions until the process of creating united territorial communities is completed. This is stated in the official inquiry addressed to the Acting Minister of Healthcare Ulyana Suprun.

The document was prepared by the MPs from the “Ukrainian Association of Patriots” Taras Batenko, Viktor Shevchenko, Iryna Konstankevych, Oleksandr Dubinin, Valentyn Didych and non-factional MP Andriy Denysenko.

“The government should fully complete the announced decentralization reform, and then start optimization of bed places and layoff of medical staff,” wrote the head of UKROP Taras Batenko on his Facebook page.

The authors of the inquiry noted that during the years of independence the network of state and municipal medical institutions was almost destroyed in Ukraine. Besides, the system of health centers has also been almost destroyed, and most infectious hospitals have been re-profiled or closed. All this happens against the background of the rapid spread of oncological and cardiovascular diseases that cause deaths of hundreds of thousands of Ukrainians every year.

“Ukraine is ranked first in mortality rate not only of the adult population, but also of children. The crisis of the system of healthcare and social protection of citizens is catastrophic and already threatens national security,” stress the authors.

The authors of the inquiry are convinced that the decision on reduction or optimization of medical institutions should be taken only by local councils, since they are financing the payment for communal services and the maintenance of medical institutions.

“Article 184 of the Criminal Code of Ukraine provides for liability for the illegal reduction of the network of state and municipal health care institutions,” say the representatives of the “Ukrainian Association of Patriots”.

The authors of the inquiry also refer to Article 49 of the Constitution of Ukraine, which explicitly states that the existing number of such institutions cannot be reduced.
