It’s high time to restore justice at the Ukrainian car market. Cars should be affordable not only for the rich but for all citizens, regardless of their wealth. This was stated during a press briefing in Verkhovna Rada by an MP from UKROP Oleksandr Shevchenko.
To this end, the Parliament registered a draft law No. 8208 “On Amendments to the Tax Code of Ukraine and certain legislative acts of Ukraine on promotion of vehicle market development”. The document was developed by the MPs from the “Ukrainian Association of Patriots” Oleksandr Shevchenko, Viktor Shevchenko, Taras Batenko and Valentyn Didych.
The draft bill proposes to introduce a single fee of 500 euros for the import of cars from abroad. The rules of the document are to be applied to the new and used vehicles that have the age of no more than ten years.
“This bill will finally establish social justice in the vehicle market. The state should not take care about the rich, but about all people,” said Oleksandr Shevchenko.
In contrast with dozens of diverse legislative initiatives from other factions, the bill No. 8208 should also regulate the issue of legalizing cars with a foreign registration. UKROP proposes to allow owners of the so-called euro cars to clear the imported vehicles in Ukraine, paying 500 euros during three months since the law comes into force. The simplified import conditions for cars will be applied until December 31, 2019.
However, tax exemption will not be applied to cars originating from a country recognized as a state-occupier in accordance with the Law of Ukraine or imported from the territory of such an aggressor state or from the occupied territory of Ukraine.
According to Oleksandr Shevchenko, cheap customs clearance of foreign cars will stimulate an increase in their import. So the initiative will not reduce revenues to the state budget. That cannot be said about auto lobby.
“Only corporations-monopolists that today belong to the leaders of our state will meet with losses. But we should not think of the big oligarchs. We should take care of those people who live next to us,” added Oleksandr Shevchenko.
The initiative of UKROP was supported by other parliamentarians.
“We have already come to the moment when it is necessary to legalize all these cars and introduce a free European car market in Ukraine. Oligarchic monopolies should not restrict people. Therefore, the bill initiated by Oleksandr Shevchenko is logical and correct,” said Volodymyr Parasyuk, a non-factional MP.
