UKROP proposes to lift restrictions on the import of free cars from foreign patrons

The local communities cannot get free cars from foreign donors due to artificial obstacles in the current legislation. This was stated during a press briefing in the Verkhovna Rada by the MP from UKROP Oleksandr Dubinin.

According to him, this concerns first of all special purpose vehicles for rescue services and medical facilities.

“The current legislation creates numerous obstacles to the import of high-quality special purpose transport to Ukraine. Many cars are not cleared for months because of the lacking documents that would confirm their value. But what value is it about if we are given them for free?” said the MP.

He also noted that the “Ukrainian Association of Patriots” had prepared a legislative initiative that should bring the Ukrainian legislation on humanitarian aid in line with modern conditions and new social challenges.

The draft law No. 8130 “On amendments to some Laws of Ukraine on bringing the legislation on humanitarian aid in line with modern conditions and new social challenges” was developed by the MPs from UKROP Taras Batenko, Oleksandr Dubinin, Iryna Konstankevych, Valentyn Didych, Vitaliy Kupriy, Oleksandr Shevchenko and Viktor Shevchenko in cooperation with public activists and the representatives of different factions of parliament.

The bill will allow the import of special purpose automobiles for emergency rescue and sanitary services to Ukraine in the form of humanitarian aid without complying with the European environmental standard Euro-5. Also, the right to import cars will be given to large families with many children and family-type orphanages.

In addition, the legislative initiative proposes to lift the age restriction for the import of cars for persons with disabilities.

“We have got an absurd situation, when willing to protect their business the automobile lobbyists developed and introduced laws that hurt not only ordinary citizens but also those categories of people who primarily need cars. These are people with special needs, orphanages, rescue services. These are those organizations that do not earn a penny and do not have the opportunity to buy cars at market price,” added one of the authors of the bill, co-founder of the public organization “Affordable Cars”, UKROP member Mykhailo Katruk.

At the same time the UKROP representatives noted that for more than ten years we have not produced qualitative and convenient cars in Ukraine. For example, more than half of the fifty vehicles manufactured by Bogdan Corporation needed repair without having driven ten thousand kilometers after being sent to the ATO zone.
