Iryna Konstankevych: Education reform needs proper funding

Before transferring financing of vocational education to the local level, it was necessary to prepare and adopt the relevant law and to fix a financial component there. This opinion was expressed by the MP from UKROP, chairman of the subcommittee on non-formal, vocational, professional secondary education and education for adults of the Verkhovna Rada of Ukraine on Science and Education Iryna Konstankevych during the on-site meeting of the profile committee in Lutsk.

“Before transferring vocational education to the local level, it was necessary to develop a corresponding new law taking into account the financial and material components. However, this document will be adopted in mid-2018 at best. Today it is only being prepared,” noted the MP. In addition, she stressed that in general, education reform in Ukraine needs proper funding.

For his part, the Head of Volyn Regional Council Ihor Palytsya during the meeting called on the governmental officials to provide opportunities for the development of businesses and employers who are ready to finance the training of specialists in higher educational institutions and vocational education institutions.

“Let’s help together to create conditions for students to work in Ukraine after graduation,” he said.

It should be noted that MPs from UKROP have registered in the Verkhovna Rada two bills, which should restore the rights of vocational and technical education. The documents propose to allow financing of vocational education not only from local, but also from the state budget. The draft laws have already been discussed at the profile committee.
