Oleksandr Dubinin: Verkhovna Rada has allowed the President to appoint local officials with a rigged game

The Verkhovna Rada has allowed President Petro Poroshenko to appoint “his” people to senior positions in local state administrations. The MP from UKROP Oleksandr Dubinin has written about it on his Facebook page.

This is, in particular, due to the adoption of the Law No. 7126 “On Amendments to Some Laws of Ukraine Concerning Certain Issues of Civil Service” by the Parliament.

According to the MP, this document put the heads of regional and district state administrations, their first deputy and deputy heads beyond the framework of the law “On Civil Service”. At the same time, the law gives the authority to the President to appoint and dismiss such officials on the submission of the Cabinet of Ministers.

“This means that it is proposed to exclude the competition mechanism for the appointment of heads of local state administrations and their deputy heads. They will be appointed by the president at his own discretion without holding a competition. How about that?” emphasized the representative of UKROP.

In addition, the amendments adopted by parliament abolish the competitive mechanism of appointing directors and their deputy heads in central executive bodies that are not part of the Cabinet of Ministers of Ukraine. From now these officials will be appointed by the government upon recommendation of the Prime Minister.

“That is real rigged games and “convenient” people on these positions without any contests, checks of compliance with the claimed position. Everything is simple and clear. Nothing personal, just business,” stressed the MP.

He has also noted that after the law comes into force the officials will not bear responsibility as civil servants, and will be able to be members of political parties, openly lobbying for party interests and applying all the power of administrative resources.
