The current authorities do not want to regulate the situation on the Ukrainian roads, where thousands of people are dying every year. This was stated by the MP from UKROP Vitaliy Kupriy in the program “Right to Rule” on the air of “1 + 1” TV channel.
According to the parliamentarian, the law enforcement system, in particular, sabotages the implementation of the law № 2562. The document provides introduction of a system of automatic photo and video fixation of offenses on roads and the introduction of a new type of administrative activity, so-called penalty points.
“I believe that this law is quite effective, but there is an outright sabotage. The authorities do not want to regulate the situation on the roads – the question is who will control the flows,” stressed Vitaliy Kupriy.
According to the representative of UKROP, the law was submitted to the Verkhovna Rada at the suggestion of the Ministry of Internal Affairs. When considering the document, the Parliament took into account all the proposals of the law enforcers.
At the same time, the law was supplemented with the amendments that prohibit violation of the citizens’ constitutional rights and bring to justice those who did not commit offenses directly. However, the National Police openly sabotage implementation of the law.
The fact is that considerable funds should be allocated for the purchase of equipment for photo and video fixation of offenses on roads from the state budget. However, there is a question who will become a supplier of cheap equipment and, accordingly, will receive extra profits from the state treasury.
In addition, the officers of the National Police ignore fulfillment of their direct function – supervision of law compliance. The MP has noted that law enforcement officers do not defend their position in the courts, which systematically justify the offenders.
As an example, Vitaliy Kupriy has cited an incident that occurred in February 2017 in Dnipro. Then the officers of the National Police detained the first deputy of the regional prosecutor Roman Soskov for driving a car being intoxicated.
Subsequently, the court justified the offender, despite the irrefutable evidence of his guilt. The law enforcers, in their turn, refused to protect their honor and did not even offset any claims because of the unlawful court decision. “For me it is a sign of a “rigged game”, and the law enforcers were interested to shift everything to court,” said Vitaliy Kupriy.
