Iryna Konstankevych: Medical reform is designed for wealthy people and residents of big cities

The medical reform, adopted by the Verkhovna Rada, meets the needs of wealthy people and residents of big cities. This was stated by the MP from UKROP Iryna Konstankevych on the air of “Pryamyi” TV channel.

“This reform is mainly for the wealthy people, middle class and residents of big cities. Instead, the villagers are in the risk zone, as they have been deprived of the opportunity to receive high-quality medical services,” she emphasized.

According to Iryna Konstankevych, the so-called reform has deprived almost 40% of the Ukrainian citizens living in villages of the constitutionally guaranteed medical care. Some territories have remained outside the hospital districts. For example, two hundred thousand residents of Volyn region should get to the hospitals for four or even five hours by terrible roads.

“Dear officials, let’s think about an algorithm of action so that poor people, pensioners were not thrown into this abyss. They were shocked by the pension reform, and now the medical reform will be the end for them,” said the representative of UKROP.

According to the MP, Law No. 6327 “On state financial guarantees for the provision of medical services and medicines” provides transition to a new model of financing of medical institutions. According to the document, budget funds for medicine will be accumulated in a specially created institution, which will be engaged in their further redistribution in a manual mode.

However, the law does not provide any mechanism for monitoring this process, which may result in serious abuses of the officials. In addition, redistribution of funds from above contradicts the decentralization course proclaimed by the authorities.

“This means that the funds are centralized, and services are decentralized. This is absurd, this is withdrawal of money into a sort of offshore within the state,” stressed Iryna Konstankevych.

The MP has also noted that medical reform should include compulsory state health insurance, which is not included in the document adopted by the parliament.
