UKROP insists on amendments to the draft law on the occupied territories

The MPs from UKROP have submitted to the Verkhovna Rada’s Committee on Security and Defense a number of amendments to the bill No. 7163 “On the peculiarities of state policy on ensuring state sovereignty of Ukraine over temporarily occupied territories in Donetsk and Luhansk regions”.

The appropriate amendments were initiated by the MPs from UKROP Taras Batenko, Iryna Konstankevych, Vitaliy Kupriy, Oleksandr Dubinin, Valentyn Didych, Oleksandr Shevchenko and Viktor Shevchenko.

In their opinion, this will allow to correct mistakes made by the authorities. In particular, before consideration of the bill in the second reading, UKROP have prepared and made about 20 amendments. Their volume exceeds the size of the presidential draft law.

“The UKROP’s proposals are aimed at returning the Ukrainian authorities within the framework of the Ukrainian legal field – forcing to assume responsibility for the defense of our Motherland, rather than being engaged in the demagogy of an antiterrorist operation, recognizing responsibility to the citizens, and not only imposing responsibility and burden of conducting war with the invader on them,” said the chairman of the UKROP political council, MP Taras Batenko.

According to him, the proposed initiatives envisage, first of all, the exclusion of capitulation Minsk agreements from the text of the draft law, together with references to the resolutions of the UN Security Council, which support them.

Besides, the UKROP members propose to include in the document a provision prohibiting bloody trade with the occupied territories. At the same time, the MPs consider it necessary to repeal the Law, adopted in 2014, “On Creation of a Free Economic Zone “Crimea” and on the peculiarities of economic activity in the temporarily occupied territory of Ukraine”.

Instead, the MPs insist on assigning the status of the occupied territories to the Crimea and Sevastopol at the same level as to certain districts of Donetsk and Luhansk regions.

In its turn, the regime of crossing the line of demarcation should ensure unimpeded transportation of the things and property necessary for the vital needs to the citizens from the occupied territories. In this case, the services, preferences and benefits for such persons should be provided exclusively on the territories controlled by the government.

In addition, the future law should prohibit governmental officials and servicemen to travel to the uncontrolled areas.

“Under the guise of the right words with the draft law, prepared by the President, they tried to force the Verkhovna Rada and the entire Ukrainian people to perform the enslaving capitulation Minsk agreements and also hid many other unpleasant and unlawful surprises in the text,” said the Head of Kyiv city organization of UKROP, Chairman of the Board of “Maidan of Foreign Affairs” Fund Bohdan Yaremenko.

In this regard the UKROP members urge the patriots who are in parliament to support their amendments to the bill.
