Vitaliy Kupriy: The authorities should introduce state health insurance in Ukraine

The project of medical reform does not provide any qualitative changes in healthcare, instead legalizing bribes and reducing hospitals in medical districts. This was stated by the MP from UKROP Vitaliy Kupriy on the air of NewsOne TV channel.

“This is not a reform, but a legalization of bribes and reduction of hospitals in hospital districts,” he said.

The MP has also emphasized that the proposed draft of the medical reform contradicts Article 49 of the Constitution of Ukraine, which guarantees the right to free medical services to the citizens.

Besides, in his opinion, instead of the actual legalization of bribes in hospitals, the authorities would have to introduce state health insurance. In this way, the state would provide the right to affordable medicine to all segments of the population.

The representative of UKROP has cited an example of Australia, where citizens do not pay for medical services. Instead, part of their income is compulsorily paid to the health insurance fund.

In addition, according to Vitaliy Kupriy, the reform should provide protection at least for the poorest citizens, as well as veterans of the antiterrorist operation. “I do not see this (the system of state support for vulnerable groups of the population – Ed.). On the part of the UKROP party, we have made many amendments in order to somehow improve the situation for the most vulnerable citizens, ATO veterans, but nobody responds to our comments,” he said.

In the opinion of the politician, responsibility for medical reform should be assumed by the Minister of Health, who was approved by the Verkhovna Rada, and not by the person who only performs duties in this post.

Despite the parliamentary-presidential form of government, the Rada was not involved in the appointment of the head of the Ministry, and thus could not effectively influence the draft law developed by the Ministry.
