The proposal to introduce UN peacekeepers to the occupied territories of Donbas may turn into another Budapest memorandum without any security guarantees for Ukraine. This was stated by the Head of Kyiv city organization of UKROP, Chairman of the Board of “Maidan of Foreign Affairs” Fund Bohdan Yaremenko, in the program “Right to Rule” on the air of “1+1” TV channel.
“The general proposal on UN peacekeepers at the Ukrainian territory can turn into another Budapest memorandum, when we will be deceived several times,” he said.
According to the diplomat, the plan declared by the Ukrainian part on the activity of the UN mission is just a list of the desirable, but in fact, peacekeepers can be deployed in Ukraine under completely different conditions.
The point is that the introduction of peacekeepers to Donbas is impossible without Russia’s consent, which has veto power in the UN. In such a situation, Ukraine falls into a vicious circle, because a positive decision on a mission can be taken only on conditions of the Russian Federation, which we cannot accept.
In addition, the UN can agree to the introduction of peacekeepers only under the conditions of their security, which is currently impossible because of the RF refusal to recognize itself as a party to the conflict. On the other hand, Ukrainian diplomats cannot explain what the “blue helmets” will do in eastern Ukraine after reaching a sustainable peace.
Moreover, it is unclear why Ukraine raises the issue of introducing peacekeepers to Donbas without mentioning Crimea. According to Bohdan Yaremenko, this is unacceptable, because in case of a positive decision of the United Nations, the world can forget the problem of the annexed peninsula for many years.
But the main danger lies in the fact that UN peacekeepers may be introduced to Ukraine in exchange for lifting sanctions against Russia. “In theory we may get some decisions on peacekeepers that will not bring peace and return our territories, but at the same time we will lose sanctions,” said the representative of UKROP.
