Valentyn Didych: An anti-raider bill that will make impossible to seize farmlands is being prepared in the Verkhovna Rada

A working group will be created on the basis of the sectoral committee of the Verkhovna Rada in order to draft a bill on protection of property rights of owners and users of land plots and prevention of unlawful seizure of enterprises in the agricultural sector.

This was stated during a press briefing in Parliament by the chairman of the subcommittee on the improvement of structure of public administration in the field of agro-industrial complex, innovations and on the issues of basic industries in the agro-industrial complex of the Committee on Agrarian Policy and Land Relations, an MP from UKROP Valentyn Didych.

“The problem of raider seizure of land plots owned by small and medium-sized farmers has become massive all over Ukraine. Farmers have cultivated and sowed land, and the harvest was gathered by other individuals who were not involved in it at all,” said Valentyn Didych. According to the MP, criminal dealers are involved in illegal schemes, which use gaps in legal protection in the law regarding registration of land plots in the StateGeoCadastre and the system of registries. The fact is that all the land registrations made before 2000 fell out of the cadastre. So fraudsters register such plots to other people using false documents.

On the initiative of Valentyn Didych, the issue of raider attacks was submitted to the branch committee for consideration, according to which a special working group is to be created during a week in order to draft a bill that would make it impossible to seize the farmers’ property. The document should include a legal norm on obligatory transfer of information about the state registration of rights to land carried out in 2013 in the state register of proprietary rights to immovable property. The best IT specialists and specialists on providing accounting systems and compliance with the rules of registration of land plots will be engaged in development of the bill.

Proposals will be submitted for Parliament’s consideration after preliminary discussion in the profile committee.

In addition, the MPs recommended that the Prosecutor General’s Office, the Ministry of Internal Affairs and the National Police carry out independent investigations into criminal proceedings on raiding, and from October 6, every month, inform the committee on the results of the performed work. According to Valentyn Didych, at the request of public and farmers now in the regions the headquarters are working, providing legal assistance to farmers in cases of attempts to seize their farmlands.
