Kyiv Regional Council has adopted a statement demanding to stop illegal actions of the Headquarters of the Security Service in Kyiv and unlock accounts through which regional programs of socio-economic development are financed. The deputies voted for the relevant document addressed to the state leadership during the extraordinary session on September 5.
As it is known, on the basis of letters from the Security Service, the Treasury has stopped financing of most regional programs. They include healthcare, social protection, physical education and sports, as well as information policy, public relations and media.
The statement was supported by 43 deputies among 44 present, including the faction of the “Ukrainian Association of Patriots – UKROP”. At the same time, the deputies from the Solidarity and the Radical Party did not come to the session.
The document states that such pressure on the Regional Council began after June when it had supported the statement on the necessity of legislative regulation of the procedure for the presidential impeachment.
The local deputies are convinced that there is no legal basis for blocking accounts, but the real purpose of this pressure is to establish total control over the local self-government bodies and their decisions, as well as to re-elect the leadership of the Regional Council.
“The absence of professional team in Kyiv Regional State Administration and blocking of the accounts of the Regional Council by the Security Service does not allow to implement socio-economic programs in Kyiv region, and to provide services guaranteed to the citizens by law. This is an undisclosed attempt to eliminate political opponents and change the leadership of the Regional Council by discrediting them in the eyes of the local residents,” said Denys Nesterov, the head of the UKROP faction in Kyiv Regional Council.
The representative of UKROP has stressed that the level of financing of the programs of socio-economic development in Kyiv region at the beginning of September already did not exceed 10.27%, and because of blocking the accounts of all administrators and recipients of budget funds, the implementation of guaranteed services for people will be simply impossible. First of all, it concerns the program of providing free medicines and reimbursement of travel expenses for privileged categories. A new heating season in the educational and medical institutions of the region is also under the threat of failure.
“We appeal to the President of Ukraine, the Verkhovna Rada, the Cabinet of Ministers, the Prosecutor General and the head of the National Anti-Corruption Bureau demanding to intervene in the situation in order to restore legality, stop the illegal actions of the Central Office of the Security Service in Kyiv and Kyiv region, and unlock the work of the Treasury so that it could finance programs, adopted by Kyiv Regional Council, and give the residents of Kyiv region the opportunity to receive services, guaranteed by law,” says the document.
