The taxes that are to be paid to the state budget by the owners of imported used cars should not exceed the rates set for the representatives of the automobile business.
This was stated on the air of Espresso TV channel by the UKROP member, activist of the NGO “West Ukrainian Association of Transit Cars Owners” (ZAVTRA) Mykhailo Katruk.
“We have 800,000 people shouting to the state: “We want to pay taxes!” But these taxes should be, at least, not higher than those paid by business,” said Mykhailo Katruk.
According to the activist, now the representatives of car dealers pay taxes at the level of 30-40% of the value while importing new vehicles. Instead, owners of the used cars are forced to pay 200-300% of the price for customs clearance. The reduction of tax rates will solve not only the problem of affordable cars, but also will allow to fill the state budget due to legalization of vehicles with foreign registration and will reduce queues at the borders, said Mykhailo Katruk. In addition, the appropriate solution should eliminate social tension caused by the campaign of the car lobby against owners of the cars without customs clearance.
According to him, only during this year, when the law № 3251 allowing limited imports of the used cars at preferential rates start acting, budget revenues from customs clearance have doubled.
It is to be recalled, the MPs from UKROP together with the activists of NGO “ZAVTRA” and the community “Free people have cars” have prepared the bills №5561 and №5562, which will help to form a civilized market of used cars in Ukraine, increase budget revenues and unshadow the automotive industry.
It is proposed to extend the validity of reduced rates for the import of cars by the end of 2020, remove restrictions on their use (year of issue and environmental standard – any, free sale of imported vehicles) and replace the requirement of compliance with environmental standards by mandatory technical inspection. Adoption of these documents was supported by several City and Regional Councils.
