Funds received as military dues should be directed exclusively for strengthening Ukraine’s defense capacity – bill of the MPs from UKROP

The draft law No. 6774 was registered in the Verkhovna Rada, and it ensures the targeted expenditures of military dues, which were introduced in 2014, for strengthening the defense capacity of our state.

The document was prepared by the MPs from UKROP Taras Batenko, Oleksandr Dubinin, Viktor Shevchenko, Vitaliy Kupriy, Valentyn Didych, Oleksandr Shevchenko and Iryna Konstankevych.

According to the authors, the imposed military dues have not been targeted at strengthening country’s defense and security. Currently, they come to the general budget revenues, which are directed to the most diverse needs at government’s discretion.

In this view, the authors of the bill propose a number of amendments to the Budget Code. In particular, the MPs consider it necessary to exclude the item, which envisages transfer of the military dues to the revenues of the State Budget general fund, and to add provisions including military dues to the sources of formation of the special fund of the State Budget of Ukraine in terms of income. Also, in their opinion, it is necessary to add a provision, according to which funds received as military dues will be directed at implementation of the programs related to strengthening defense and security of the state, approved by the Cabinet of Ministers.

“The adoption of the proposed draft law will contribute to the implementation of Article 17 of the Constitution concerning obligation of the Ukrainian state to protect the sovereignty and territorial integrity of Ukraine, and to guarantee state security,” states the explanatory note to the bill.

In his turn, one of the authors of the document Oleksandr Dubinin has stressed: “The Ukrainian people want to support their defenders, and not the whims of the officials. Therefore, specific funds should be spent on specific expenditures.”
