The Cabinet of Ministers should provide an explanation, on which grounds the citizens, called up for military service during mobilization for a special period, do not receive a well-deserved early retirement payments from the age of 55 on an equal basis with other combat veterans. This is stated in the deputy’s appeal of the MPs from the “Ukrainian Association of Patriots – UKROP” to the Prime Minister of Ukraine Volodymyr Groysman. The MPs point out that in order to receive such a pension, fighters have to go to the court.
In addition, the MPs would like to know why the Ministry of Social Policy of Ukraine, contrary to the law “On military duty and military service”, does not count the service in the army during the mobilization period to the insurance period for pension accounting. They also require an explanation of the reasons, why in the certificate form OK-5, which is the basis for pension accounting, issued to mobilized citizens, there are indicated zero wages and allowances for the period from March 2014 to June 2016. As a result, the time of service is not taken into account while pension calculation, while it can be decisive, given the level of unemployment and the difficulty with accumulation of the required minimum of employed service.
According to the representatives of UKROP, not only citizens mobilized since 2014, but also servicemen who served after 2000 frequently complaint about such problems.
Therefore, they ask the Cabinet of Ministers not only to explain the reasons for this social injustice towards the defenders of Ukraine, but also to indicate which legislative changes are necessary to eliminate it. Also, the MPs demand to explain the ways of solving similar problems by the Cabinet of Ministers related to social protection of servicemen of the regular service during the period from 2000 till now, as well as mobilized persons, participants of volunteer battalions (before and after inclusion of such volunteer formations into the Armed Forces of Ukraine and The National Guard of Ukraine), servicemen who were (are) undergoing contract service.
“In addition, we ask to give proper tasks on taking appropriate measures to respond to all the issues raised in the above-mentioned appeal, the resolution of which falls within the competence of the Cabinet of Ministers of Ukraine, and to inform about it,” is said in the deputy’s appeal.
