The Parliamentary Committee on Science and Education has unanimously approved the draft law No. 6136, which proposes to introduce a new budget program for the improvement of qualification of scientific and pedagogical staff in higher educational institutions. It was prepared by the MPs from the “Ukrainian Association of Patriots – UKROP”.
“The state does not allocate a red cent for improving qualification of scientific and pedagogical staff, although the requirements to them are quite high. Therefore, we propose to restore social justice and direct to the Ministry of Education and Science the funds that were included into the state budget for the current year for raising salaries of parliamentarians, but were not used. It’s about 23.7 million hryvnias,” said the MP Iryna Konstankevych, presenting the draft document at the committee meeting on July 12.
It is to be recalled, the bill on Amendments to the Law “On the State Budget of Ukraine for 2017” regarding financing of the budget program for the improvement of qualification of scientific and pedagogical staff in higher educational institutions was registered on February 24, 2017. Its adoption will make possible creation of favorable conditions for training the personnel, able to ensure innovative development of the state and improve the quality of the educational process, which in its turn will help to effectively reform the higher education in Ukraine and ensure its entry into the European academic space – the authors of the document are convinced.
