During the regular session of Kyiv Regional Council with the majority of votes deputies supported the initiative of the parliamentary faction “Ukrainian Patriots Association – UKROP” to return gas networks to the territorial communities of Kyiv region. Under the UKROP’s initiative, it is proposed to transfer pipelines and structures on them, which previously were provided to PJSC “Kyivoblgas” for free, to the joint municipal ownership of the local communities.
“Most of unaccounted gas networks are gas pipelines built at the expense of local budgets and people. But these objects are not always put on the balance of the companies providing gas supply and gasification. And even if so, their value is not determined (i.e. zero value). This problem surfaced in 1999-2001, when the property was transferred without any compensation, inventory, expert assessment, preparation of transmissive register and object list. Taking into account the new attempts of the government to get into the pockets of Ukrainians, we have initiated the return of gas networks in communities’ property. This initiative will contribute to exercise of autonomous powers in disposal of municipal property so that they could be used efficiently and in the interests of the local residents. We strive to protect the interests of communities and to prevent unwarranted and groundless use of property for free,” said the head of UKROP’s Kyiv regional organization, first deputy chairman of the Regional Council Volodymyr Maybozhenko, commenting on the initiative.
