Corrupt system in Ukraine exists due to circular bail and it may be unbalanced only if principled leaders come to the law enforcement agencies. This was stated by the MP from UKROP Vitaliy Kupriy in the program “HARD with Vlaschenko” on April, 25.
“At least one honest person should head a strong anti-corruption body as it is, for example, in Romania. Such a leader is also needed in a law enforcement agency, and he or she will unbalance the whole system of corruption that exists in Ukraine,” said Vitaliy Kupriy. According to the MP, all law enforcement agencies that are engaged in fight against corruption are now headed by dishonest or unqualified persons. Almost all of them have got their positions through appointment from above or according to quota principle. Despite the new rules declared after the Revolution of Dignity, all competitions for selection of candidates for positions in anti-corruption agencies had nothing to do with transparency. It is referred, for example, to the National Anti-Corruption Bureau, whose leadership demonstrates only full profanation.
Vitaliy Kupriy has noted that he personally filed eight statements to the NABU on corruption involving influential officials. But contrary to Article 214 of the Criminal Procedural Code, no proceedings or pre-trial investigation was initiated according to these statements. Director of the Anti-Corruption Bureau Artem Sytnyk has ignored, in particular the facts providing evidences of the crimes of the Minister of Energy and Coal Industry Ihor Nasalyk and embezzlement of public funds by the NAZK Head Nataliya Korchak. In the absence of unbiased honest chairmen, the MPs and civil society have no choice but to force the NABU to work through court decisions.
According to the UKROP representative, the same things may be said about the other law enforcement agencies. Thus, in the Attorney General’s Office those people who had to be released through decisions of the European Court of Human Rights long ago, are still holding their positions. For unknown reasons, the Prosecutor General Yuriy Lutsenko do not dismiss the officers, who falsified cases against the citizens of Ukraine, despite the direct legal requirement.
At the same time the MP has called the most audacious facts of corruption – the introduction of the Rotterdam+ formula, through which about 10 billion hryvnias of overpayment for utilities have been laundered from the pockets of the Ukrainians, and NABU inaction in investigation of the crimes committed by the CEC Chairman Mykhailo Okhendovsky.
