Taras Batenko: Government should ensure the right of families of volunteers, who were killed in ATO zone, to compensation for non-received housing

The Cabinet of Ministers of Ukraine should amend the existing order of paying compensation for guaranteed housing to the persons, who defended independence, sovereignty and territorial integrity of Ukraine, as well as to their families, in order to ensure social protection of the families of killed volunteers. This is stated in the deputy’s inquiry of the MP, Head of the political council of the “Ukrainian Patriots Association – UKROP” Taras Batenko to the Minister of Defence Stepan Poltorak and Prime Minister of Ukraine Volodymyr Groysman. The inquiry was announced during Parliament’s plenary session on April 14.

The UKROP representative proposes to introduce a regulation providing that for reimbursement family members of the deceased volunteers should submit a certificate from the headquarters of the Antiterrorist Center of the Security Service of Ukraine, confirming that the person was involved in the anti-terrorist operation. Instead of this, currently the procedure requires to submit certificate confirming direct participation of the deceased person or person with disabilities in anti-terrorist operation. However, many people cannot provide such a certificate as killed volunteers were not included in any of the military formations created in accordance with Ukraine’s laws. In this regard, the Commission, which considers appeals of the family members of deceased volunteers, has no legal basis to take a positive decision on payment of financial compensation.

“Such amendments will create the opportunity for adequate social protection of the families of fallen volunteers,” states the inquiry.

It is to be recalled, the right to financial compensation is granted to family members of the deceased persons (whose death is related to direct participation in anti-terrorist operation), who are on the housing registry.
