The officials, who have violated human rights and caused material damage to the state budget with satisfaction payments according to the decision of the European Court of Human Rights (ECHR), should bear criminal responsibility for their actions. The MP from UKROP Vitaliy Kupriy has written it on his Facebook page.
“I have appealed to the Prosecutor General Yuriy Lutsenko with the request to take measures for bringing to justice those persons who have violated human rights and caused material damage to the state of Ukraine paying satisfaction at the decision of the ECHR, as well as for ensuring the damage to be recovered,” wrote Vitaliy Kupriy.
According to the MP, during 2015 and the first half of 2016 the European Court of Human Rights obliged Ukraine to pay 900 thousand euros as satisfaction for the violation of the Ukrainians’ rights in domestic courts. Virtually this sum of money was allocated from the state budget, ie by taxpayers. “The situation is absurd – officials have violated human rights, and we pay for their bureaucratic tyranny out of our own pockets!” stressed Vitaliy Kupriy.
As the MP emphasizes, in the official response the Ministry of Justice has was informed him that it had not received any information about finding the perpetrators or opening criminal proceedings against the officials, whose unlawful actions led to human rights violations. And the lack of relevant data makes impossible filing claims and recovering damages to the state budget. Thus, despite the state’s right to counter demand to the offender, no official is punished for the damage caused to people and to the state.
