MPs from the “Ukrainian Patriots Association – UKROP” have registered in the Verkhovna Rada a package of two bills concerning abolishment of several restrictions on the import of used cars in Ukraine. The chairman of the UKROP political council, MP Taras Batenko said it to the journalists.
“Adoption of these bills will significantly enlarge the market of used cars, and poor people will get the opportunity to afford a normal European car,” said Taras Batenko and noted that with current rates the citizens cannot afford car clearance.
A draft law on amendments to section XX “Transitional Provisions” of the Tax Code of Ukraine concerning formation of a civilized market of used cars” (registration No. 3252) provides extension of the grace period for the import of used cars at lower excise rates until 31 December 2020. The document also proposes to abolish some restrictions on the use of preferential rates, in particular related to import of one car per year and prohibition to resale it during the year. But preferential duty rates should not be applied to the cars, imported from the territory of the aggressor country.
At the same time the draft law on amendments to the Law of Ukraine “On some issues concerning the import to the customs territory of Ukraine and vehicle registration” on formation of a civilized market of used cars” (registration No. 5561) provides abolishment of ecological requirements “Euro 5” applied while importing old vehicles. Instead of this, it is offered to introduce mandatory technical inspection during the first registration of the car. These innovations will increase revenues to the state budget from 600 million up to at least 1.7 billion hryvnias per year.
UKROP believes that adoption of these laws will allow to open the market immediately and to ensure transparent payment of taxes on the import of cars at affordable rates and without any additional restrictions.
“It would be very good when anyone could order a car using one of the foreign Internet sites and get it by agreement with the seller at the stock in Ukraine,” said the MP Vitaliy Kupriy. According to him, today in Ukraine there are no legal restrictions on such purchases, but the State Fiscal Service and customs officials resist such agreements, lobbying the interests of car dealers.
“This time we want to finally eradicate this problem and to allow the Ukrainians to have normal cars, so that people should not collect money for 2-3 years to buy a 10-year domestic car,” said in his turn the representative of the NGO “West Ukrainian Association of transit cars owners” Mykhaylo Katruk.
In addition, as Taras Batenko noted, it will allow to legalize all existing fleet of cars with foreign registration and to avoid corruption and queues at the borders.
The package of bills on a civilized market of used cars has been registered in the Verkhovna Rada by the MPs Taras Batenko, Oleksandr Shevchenko, Viktor Shevchenko, Vitaliy Kupriy, Oleksandr Dubinin, Valentyn Didych and Iryna Konstankevych.
