The MPs from the “Ukrainian Patriots Association – UKROP” Taras Batenko and Vitaliy Kupriy have registered in the Verkhovna Rada a bill № 5529, which proposes to allow the use of electronic signatures on touch-screen tablets in written transactions.
“Together with the chairman of the party political council Taras Batenko we have recently submitted a short but important bill on amendments to the article 207 of the Civil Code, which will allow the governmental agencies and business to use signatures on touch-screen tablets in written transactions,” wrote Vitaliy Kupriy on his Facebook page.
According to the MP, the analogue of a handwritten signature is now being more frequently used in developed countries. Delegates from UKROP saw the effectiveness of such innovations with their own eyes during their official visit to Georgia in February. The use of digital signatures on the touch-screen, in particular in the Houses of Justice, allows visitors to get permits or registration documents within few minutes, says Vitaliy Kupriy. The procedure does not require any additional approvals of the applicant, as the fact of receiving services means this agreement. In addition to saving time, the use of stylus for signatures on tablets reduces unnecessary expenditures on paper documents, because they can be stored on computer in electronic form. “I hope that Parliament will find the opportunity to adopt this bill in the nearest future,” said the representative of UKROP.
Besides Georgia, electronic signatures on touch-screens are widely used in the US and the UK. The use of electronic signature meets the strategic goals of the information society in Ukraine in accordance with the law “On Basic Principles of Information Society Development in Ukraine for 2007-2015”.
