Online resource “Open Budget”, which shows the use of public funds from the city treasury, was presented in Dnipro. As the Mayor Borys Filatov has told, the service will provide full information on budget revenues and expenditures in accessible form. Thus, the website provides information on tax payments, transfers, general and special funds, budget schedule and other financial data concerning different spheres of the city life. The information is well-structured and maximally visualized. Portal also contains data on public procurement, provides access to Prozorro system and gives the opportunity to compare the main financial indicators of various cities.
In addition, the service also provides an interactive map that shows where and how repairs are made, and how much public funds are spent. There are currently 928 objects on the map. The information on the resource will be updated approximately once a week.
Now the “Open Budget” works in test mode.
“Dnipro is gradually transforming to the centre of innovation implementation, we have the service of electronic petitions, electronic document flow system “UkrDoc”, system of electronic services iGov, – said Borys Filatov. – Now anyone who is curious can see how the city budget is filled and the money is spent. We have taken another step towards transparency of our work.”
The Mayor of Dnipro has noted that the draft service was adopted by local deputies on May 18, and it was initially planned to spend 10 million hryvnias from the city budget for its implementation. But thanks to the volunteers from the sphere of Internet technologies we have managed to reduce the expenses to 1 million hryvnias. The developers of this service were the experts of the Centre for Political Studies “Eidos”.
“It is almost a historical precedent when money is allocated, and we say: “Thank you, we do not need,” said Yanika Merylo, expert of e-government agency, IT-consultant of the project “Dnipro Smart City”, who has offered to involve the volunteers in creation of the “Open Budget”. – But we could do nothing without the constant political support that we have got.”
