The authorities have deceived the owners of cars with European registration, promising them affordable rates for the clearance of vehicles. This was written by the co-founder of the public association “Affordable Cars”, the UKROP member Mykhailo Katruk on his Facebook page.

This concerns the bills No. 8487 “On amendments to the Tax Code of Ukraine regarding taxation through an excise tax on motor vehicles” and No. 8488 “On amendments to the Customs Code of Ukraine and certain legislative acts of Ukraine concerning the importation of vehicles into the customs territory of Ukraine’, which the Verkhovna Rada adopted in the first reading on July 13. One of the co-authors of these documents, the head of the parliamentary committee on tax and customs policy Nina Yuzhanina insisted on their adoption.

“So what? Got it? And it seems to me that everyone was fooled a badly. Bravo, Nina! You can do it, when you want!” said Mykhailo Katruk.

According to him, customs clearance for ‘Yuzhanina’s bills’ in its present form is only beneficial for the rich and car dealers. Moreover, the initiative of the pro-government deputies restores trades with the Russian Federation.

“Briefly! The 8487 is the changed formula for calculating the excise tax, legalized trade with Russia, cancellation of restrictions on imports with eco-standards. The 8488 is the complete prohibition of “blyahy” (cars with the European numbers) as a phenomenon, all schemes are closed – both quite legitimate and shadow,” said the UKROP member.

He also stressed that according to the proposed rules only 10% of “euroblyahy” owners will be able to get customs clearance for their cars. Despite this, in the media, ‘Yuzhanina’s bills’ are positioned as such, which were demanded by protesters near the Verkhovna Rada. No comments on the high cost of excise duty and the need to reduce it when preparing documents for the second reading were not heard from the TV channels.

“The only thing I am very happy with is that the situation has shifted from the dead point and the game of high-stakes has begun. Without jokes, the authorities went all-in, and now the winning of the party depends only on us,” said Mykhailo Katruk.

The activist called on the MP to form and register in the parliament really publicly revised draft laws on Nina Yuzhanina’s bills during the week.

In addition, on September 4, near the walls of the Verkhovna Rada, a joint action of all public organizations with clear requirements for new customs clearance rules should be held.

“If the authorities don’t take the middle path, they should be equated with terrorists with whom negotiations are not conducted. And, accordingly, the requirement to adopt our bills will become an ultimatum. And this will obviously be a complete tax-free,” said Mykhailo Katruk.

It is to be recalled that according to the representative of UKROP, the government wants to reduce excise duty on custom clearance only for dealers and buyers of elite cars. In the case of adoption of bills No. 8487 and No. 8488 in the current edition, the buyers of Mercedes S-class will save almost 9 thousand dollars on the excise tax. This money will be compensated by ordinary Ukrainians – the customs clearance rates for the average budget car will be at the level of 100-200% of its value.
