MPs from UKROP confirmed the status of the most active parliamentarians

In June 2018 the MPs from UKROP Iryna Konstankevych and Valentyn Didych led the rating of the most active non-factional parliamentarians. This is evident by the results of the research conducted by the analytical portal “Slovo i Dilo”.

Thus, during last month Iryna Konstankevych has registered 10 bills in the Verkhovna Rada, which was the largest number among the other MPs. At the same time, Valentyn Didych has prepared nine initiatives. It should be noted that these rates became the highest not only among non-factional members of parliament, but also among parliamentarians who are members of the Verkhovna Rada’s factions.

In addition, during the first month of summer the chairman of UKROP, MP Taras Batenko and the UKROP member Oleksandr Dubinin have prepared seven bills each one.

“In June among the non-factional MPs Iryna Konstankevych and Valentyn Didych were the most engaged in legislative work,” stated the analytics of the portal “Slovo i Dilo”.

In particular, in June Iryna Konstankevych, in cooperation with other deputies, proposed the parliament to grant real financial independence to higher education institutions. This is stated in the draft law No. 8529 “On amendments to the law of Ukraine “On Higher Education” regarding the funds of higher education institutions”. The document suggests allowing universities to dispose revenues from paid services on their own.

In addition, the UKROP member offered the parliament to grant higher education institutions with the right to open current and deposit accounts in state-owned banks. The relevant norm is provided by the Basic Law “On Education”. However, such activities still contradict budget legislation. And the draft law No. 8530 “On amendments to article 13 of the Budget Code of Ukraine regarding the funds of higher education institutions” should correct the legislative conflict.

In his turn, Valentyn Didych, in collaboration with other deputies from UKROP, has drafted a bill No. 8505 “On amendments to the Tax Code of Ukraine regarding the exclusion from the list of excisable goods of the vehicles and their bodies specified in trade items 8702, 8703, 8704, 8707, 8711, 8716 of Ukrainian classification of goods for foreign economic activity”.

The document should abolish a robbery excise tax on foreign cars and their bodies. If the UKROP initiative is adopted, foreign car buyers will only pay VAT, import duty and the fee to the Pension fund, which together make up 35% of the cost of the vehicle. Moreover, the bill should prohibit the import of new vehicles and their bodies to the customs territory of Ukraine if they originate from the occupying country.

It is to be recalled that in May the MPs from UKROP also led the rating of the most active non-factional parliamentarians. Vitaliy Kupriy has registered five legislative initiatives in the Verkhovna Rada. Four another bills by each were submitted to parliament by Iryna Konstankevych, Oleksandr Dubinin and Oleksandr Shevchenko.
