Iryna Konstankevych: Western partners support positive changes in the reform of Ukrainian legislation on education

Western partners are interested in qualitative reform of Ukrainian legislation on education. This was stated by the MP from UKROP Iryna Konstankevych after the meeting with the representatives of the European Education Foundation Margareta Nikolovska and Kiersey Lindrose.

According to her, the Western partners has approved the previous concept, on the basis of which the draft law on vocational education is currently being prepared.

“We have prepared a qualitative concept for the reform of vocational education. The main principle is to give young people the opportunity to get profession and be in demand on the modern labor market,” said Iryna Konstankevych.

The MP has noted that success of the reform will depend, in particular, on the state’s readiness to finance the renovation of material and technical base and retraining of teachers of vocational education institutions. At the same time, pupils of such educational institutions should be allowed to combine educational process with training in production.

“Our students should be mobile not only within Ukraine – the quality of education should not be inferior to the level of training in Europe,” said the UKROP member.

In the nearest future, the draft law on vocational education should also be completed. Currently, a special working group under the Ministry of Education and Science is working on the final version of the document: “We take as the basis the best European experience. At the same time, the draft law should take into account national traditions that have been formed for decades”.

According to the representative of UKROP, the future document should introduce multi-channel funding for vocational education and training institutions. In addition, they should be allowed to earn money for their maintenance, updating the material and technical base, etc.

In their turn, the representatives of the European Foundation for Education has positively assessed the framework law “On Education” that was adopted by the Verkhovna Rada in autumn.

“In fact, we are delighted with the framework law “On Education” that was adopted in Ukraine. This document is modern and progressive, it gives the basis for the future of the country. Our experts are ready to share their experience in preparing other draft laws on education,” noted Margareta Nikolovska.

According to her, in particular, international experts are ready to cooperate with Ukrainian lawmakers in drafting the law on adult education.
